Always say yes. You may want to say that you do not want the current employer contacted. You can tell them they may may contact them after you are hired. This because many employers will fire you if they find out you are looking to get a new job. The same is true when you give notice.

Never use your current employer as a reference until you have given official notice. It is a professional courtesy to let your references know the company and names that may contact them.

You should always have a set of reliable references at hand. If it is an old employer, do the courtesy and give them a visit or a ring to remind them how grateful you are of the opportunity given and how you would appreciate it if you could (continue to) use them as a reference.
If your current employer is unaware of your new job search, it is NOT a faux pas to let the Interviewer know just that. Answer "Of course there's no problem in contacting my present employer, as long as we have an offer and I have signed the papers".
It may sound like backhanded compliment but it is an accepted professional statement. *It means serious business* Some Interviewers will even appreciate the security net you have created for yourself, it shows that you are future-oriented and you plan ahead.
