Short term goals should consist of things that can be accomplished within a 1 month-3 month span. Long term goals should be 6 months+. The interviewer wants to see that you are capable of planning, and have the virtues to stay patient even when you aren't reaping the benefits presently. It's a test of character.
List goals that are work-related, and show self-growth. Be able to outline the plan, and mark progress.
